Mainly because it hasn’t been possible because of the barriers. I hesitate to say it is ‘open’, but it is walkable. Just fenced. Not that Thames Barrier, this one is the partially inaccessible/diverted Thames path around the Greenwich Peninsular Coming up against the Thames path barrier the other day really pissed me off.
